Foddering Farm Causeway
The Foddering Farm Causeway provides the only road connection to Harbour Island. Surrounded by Point Judith Pond in Narragansett, RI, Harbour Island contains approximately 325 to 350 homes, whose residents rely on the causeway to access their properties. The causeway is the only evacuation route for residents to reach higher ground during coastal storms and for emergency vehicles to access the island.
The roadway currently experiences flooding issues caused by coastal storms and during extreme high tides. The frequency of high tide flooding is predicted to increase in the coming decades, as is the risk of inundation from increasingly severe coastal storms.
This project will assess multiple intervention alternatives to mitigate flood risks based on roadway elevation enhancements. Two alternative concepts, identified in a previous study, will be developed with further detail to allow the selection of a preferred alternative. Nature-based approaches will be assessed as a way to improve the overall sustainability of the road.
From the previous study, completed in 2021, and working with stakeholders, it was decided to further develop road raising alternatives 2 and 3, raising the roadway to elevation 9.0 and elevation 11.0, respectively. The development of these two alternatives will allow the selection of a preferred alternative that will best satisfy Benefit-Cost Ratio goals, as well as address the community’s overall needs.
