The Town of Narragansett Engineering Department designs and manages various types of capital improvement projects done by or for the Town, including surveying and mapping, sanitary sewers, storm drains, roads, and certain buildings.

General Information

Water Division - Operates and maintains the water storage and distribution system, including over seventy (70) miles of water lines, over three hundred (300) fire hydrants, and three (3) storage tanks.  These tanks, located at Boston Neck Road near Rt. 138, Kinney Avenue near Foddering Farm Road, and Point Judith Road (Rt. 108) at the Galilee Escape Road, have a combined storage capacity of 2.0 million gallons.  Approximately 5,000 customers are serviced by the Towns water system.  Other properties in Narragansett are serviced directly by United Water of Rhode Island, a private corporation. We are also partners with the Town of South Kingstown and the University of Rhode Island (URI)  in the Regional Wastewater Treatment Facility, located on Westmoreland Street behind Mariner Square.  
Both the Wastewater and Water Funds operate as Enterprise Funds, meaning that they are solely supported by rate payers (system users), and not by property taxes.

 Chapter 732 Wastewater Rates These are the annual charges for sewer usage, which are reviewed each year as a part of the budget process.  Your actual sewer charges are based upon your water usage.  The actual billing is done on a quarterly basis

Chapter 798 Water Rates  Revised
 These are the annual charges for water usage, which are reviewed each year as a part of the budget process.  The actual billing is done on a quarterly basis.  These rates apply to those property owners that are directly serviced by the Town; if you are serviced by United Water Company of Rhode Island, you are billed directly by them.  They may be contacted at 789-0271 for information about their rates and charges.  

Chapter 614 Sewer Lot Development Fees All properties that wish to connect to sanitary sewers either pay a Sewer Lot Development Fee (SLDF), or an assessment.  The SLDF program was created to distribute capital costs associated with sewer construction to benefiting property owners.  Chapter 614 provides the current SLDF charges.  Assessment programs vary from neighborhood to neighborhood - please contact the Engineering Department at 782-0639 for specific information.   Top

FORMS  The following forms may be downloaded from this site:

Application to connect property with the public sewer/water. New  This form is used to apply for a new sewer or water service, or a sewer repair.  As there are certain fees for each (and note that the fees for water services depend on the actual location of same), please contact the Water/Wastewater office at 782-0639 for further information.  In order to be processed, the appropriate fee must be returned with the completed application.  

Sewer Inquiry Form revised This form is used to determine whether sewer  service is available to a particular property.  You may return this form to us in person, by mail, or by fax.  Be sure to include your mailing address, so that we can send a written determination letter to you.  

Turn On - Turn Off Indemnity Agreement   This form releases the Town from liability if you request that your water service be turned on or off without you being present.  Please note that this original form (notarized) must be returned to us in person or by mail.  Faxed forms cannot be accepted. 

Age 65 and over Exemption Form   This form allows for persons aged 65 and over to be exempt from the State Water Quality Protection Charge, which is a State-mandated charge on every water bill.  This form may be returned in person, by mail, or by fax (782-0669) - please note that proof of residency and age must be returned with the form in order to qualify for this program. MISCELLANEOUS INFORMATION

 Plat Maps The current Tax Assessor’s Plat Maps 2005 are available in paper form at the Engineering Office ($5.00/full sheet) or in digital format ($5.00 per plat/floppy disk; $50.00 for the entire Town on a single CD) Or on line in Pdf format Here 

 ISDS Ordinance – In 1992, the Town adopted an Ordinance that requires every owner of a septic system to have their system pumped at least once every four (4) years.  Regular maintenance, through periodic pumping like this, is essential to the health of a septic system, as well as the surrounding environment.  Proof of pumping in the form of a receipt from a septic system pumping company is to be mailed, faxed, or delivered to the Engineering Office.  Each time you have your system pumped, please forward a copy of the receipt to us.  If you are unsure of when you last had your system pumped, call us at 782-0637 and we can check our records for any receipts that have been turned in.  Sewer Policy – The Town’s Sewer Policy was created to regulate the extension of sewers based upon the available capacity of each wastewater treatment plant.  With respect to the Regional Wastewater Treatment Facility, which services the Pier area and the North End, the current Policy (adopted December 1999) allows for connections only for those properties with existing sewer frontage.  Due to capacity limitations, new extensions are not permitted.

For the area serviced by the Scarborough Wastewater Treatment Facility (South end of Town), limited extensions are allowed.
Note: The Sewer Inquiry Form can be used to determine sewer availability.

Infrastructure Regulations   This document provides the technical requirements for utility extensions.  In addition, the Town revises and reissues its Standard Details (drawings that describe system requirements) periodically.  These will be available on-line in the near future.
